This particular pipe isn't designed for a BOV. You could weld on a BoV flange and plug the DV holes but I doubt this would be cost effective.....

I've found that shipping to the state side of the border is far more efficient than than shipping from the states to Canada. I prefer to ship by UPS as it gets to the buyer quickly (usually within 5 days), is easily tracked the whole way and you would have no extra expenses when you receive it. There are cheaper methods but for the $5-8, I think it's worth it...
