ST Coilovers Need Bump Stops?
I'm going to install my new ST Coils next weekend and am planning to lower it so the fender is at the same height as the top of the tire (so a little lower than this)
Since you can't control the dampening, and I do rub a tiny bit as of now with 19x11 in the rear and 19x9.5 in the front (H&R sport springs and oem shocks, extremely bouncy) and do not plan on getting new tires or add camber do you think its necessary to get bump stops for the new coils or will the stock dampening be stiff enough so that I do not rub as much

You should always have bump stops on your car. I'd be surprised if the ST's didn't come with them, but if they don't you need to use the OEM bump stops.
