It is probably the Rho-Plate.
It is a tow hook license plate adapter so you don't have to drill holes in your front bumper to mount it.
I got mine for about $75.00 from their website

does your bracket allow the plate to sit as close to the bumper as the OP's does?

yes
and it also comes with little stick on rubber bumper things to protect your paint from getting scratched if the plate happens to come in contact with the bumper. sort of like a door stop.

I definitely recommend it...
