Pulled over for honking at a distracted cop at a green light
I\'ve been pulled over for some pretty inane things in my time, but this has to take the cake. I was sitting at a light waiting to turn left out of a protected turn lane, light turns green, cop is presumably buried in his phone (head ducked down, no clue what\'s going on), light clears out, he\'s still oblivious, so I toot my horn briefly...he jumps to action, turns, goes slow, I pass him and he pulls me over. I give him my license, CHL, and insurance and ask what I did wrong? He\'s visibly pissed and says he could ticket me for excessive horn noise. I was just like wtf is that even a law? He was just like \'don\'t do it again\', returned to his car, and sped off. I mean WTF!

Were there other cars near you? How did he know you honked? I would've just said my hand hit my horn by accident because I was scratching my head (or Picking Your Nose, whatever the case) and elbowed it as I put my hand down.

You would have to read your local laws to determine that. Some state that you should only use it to ensure safe operation of your vehicle, which you could easily argue is this case here. By remaining stopped at a green light, you are being put in an unsafe situation.
If you wanted to really piss him off, you should have said "Sorry, officer, I was simply using my horn to make you aware of my presence as it seemed you were distracted and not paying attention to your surroundings. I apologize if that's not what a horn is to be used for." Of course, that would have ended well.

Fuc* him! Horn is used to alert or warn people for various hazards. Horn is not necessarily meant to be negative as cars do not talk. A small tap on the horn could also mean "Excuse me" and does not necessarily mean "Move MTF!"... How they wish to view the horn is their own personal issue but a slight tap on the horn is by no means an unfriendly gesture.

In the third world countries, horn is like music to people. people honk all the time and they don't get mad.

Not true. Its written in most states that it's for emergency situations only. Clearly this case is a bunch of crap and the cop didn't like being called out. Insecure. Petty.
