Need help. Lower Steering Column replacement

So I fully extended my steering wheel undid the bolt from the upper shaft to the lower. I removed the air box and remove the bolt that holds the u joint to the rack and I can't remove it for anything it feels like that rack has a metal cover that moves with the column and this feels stuck to the last u joint making removal almost impossible
