Hard time adjusting fog light cutoff

I purchased one of those M3 Rep bumpers which came with projector fogs. I think they look great, but I am having the hardest time trying to adjust the passenger side fog light to look like the driver side. I played around with it for a bit, and as you can see in the pic you would imagine moving it up a bit would be perfect (since you can see the light concentrated at one spot). But once I move it up a bit, the cutoff line (which isn't as bright as the driver side one) for that fog shifts up and would blind people. Is this just a case of a cheap projecter housing?
