If i run upgraded turbo in a bone stock car, would it run properly?? or with just procede and DCI?

I think you will get boost overshoots, from what I read. This will probably trigger limp modes.

you would 100% need some kind of tune.

just bolting on upgraded turbos without any sort of tuning will mean instant death for your car.

i've seen both JB4 and PROcede tunes on bigger turbo'd cars.

I ran about 500 miles on RB turbos (DPs and DCI added later as well); ran fine no codes/limps/etc but did not feel much if at all faster because of the low boost.

Doesn't the JB4 software automatically adjust to the conditions optimizing air/fuel mix?

no problems at all for me too running on stock, supporting mods : DPs and FMIC
