Stock if fine. If anything open up your current air box and cut out the charcoal filter, then replace the stock paper filter with a K&N. Although if you have money you want to waste it I suggest you go with a Euro Intake box and a K&N cone filter. And if you want to get truly stupid with your money get a BMW performance intake, it looks really good under the hood. No matter which option you go with your HP gains will be virtually 0 but hey you will be supporting the economy.

He's looking into a combo of tune/intake/exhaust.

50hp+ gain. He's got a detuned 3.0L but paid for a 2.5L

What a lucky dude

Yeah I had that on my 328. The intake won't make much of a difference.
My setup was
Eurointake
BMW Perf Exhaust
Tune
3 stage intake manifold.
The only thing you honestly need is the 3 stage intake manifold and the tune. Intake gains are marginal and the perf. intake promises a 6hp gain at 6000 RPM.

What about exhaust? Actual exhaust system required or would swapping out cats/muffs be sufficient?

I know the perf. intake removes the secondary cats. I'm not too sure about the other exhaust options because I never really looked into them. I know a few people here also went with upgraded headers, which gave some decent gains.

For maxed out performance, WITHOUT getting a supercharger you best option would be:
3 stage intake
headers
tune
As far as an exhaust system goes, I don't think an upgrade would give you much of a boost.
And the intake, yeah just pass on that; if anything go with the first option I told you.

i would say get with 3 stage intake, and tune.... and maybe a K&N if you want to do anything with intake.

I know someone that is going to be selling his full 3 stage manifold setup soon (sold his car). No other parts needed. Message me with your contact and i cand forward it to you.

It has all the latest hardware installed.

I would recommend the performance exhaust. The mod was worth it imo.
If you want headers, i can direct you to a set as well.

Intakes are hard to find used... everyone seems to want one or the auto wreckers in the USA doesn't want to ship it up to Canada. You try http://car-part.com/ that is where I got it from (Florida) but you have to be quick on it because they do fly off the shelves.

2007 BMW 323i  [8.50]
As mentioned above, power gains from an intake are negligible...
BUT, it does make a much nicer sound! I LOVE my intake and the sound it makes...

(but not all intakes will have the same impact on sound)
