brake fluid change

Hi guys i picked up the can of brake fluid. It looked to be about 1 litre of fluid. Now i went to an indy to get it changed. he gave me 1/4 of the can back. is that normal or was he supposed to use the whole bottle? The brakes are definitely firmer and when you stop at a light you cant push it any further like i was able to before?

just wanted to make sure cuz i hear people saying you need 1 liter to do the job.
