quick ?, pls help!

I just switched out angel eyes and corners, doing fogs next week.

anyways, the passenger side angel eye bulb holder didnt turn completely counterclockwise to the vertical. it felt locked and i pushed and it didn't budge, but i can't recall if that's how it was or if it was straight up when it was locked.

can anyone confirm please?
