Best polish for hard water spots?

So I've been pretty into detailing since I got the car. Unfortunately I did buy preowned and the previous owner really did not care for the car like most of us would. After multiple waxes and a couple clay bar full details in the past year, I can not seem to get these water spots off the car. Looking from an angle you can't really notice them but if you get up close to the paint you can see them I have a monaco blue car. There are also harsh spots on the mirrors too, MUCH more noticeable. I can try to snag some pictures but I was wondering what method you all would use to get them off?

It honestly looks like this car sat in the sun and rain and was never taken care of properly.

Ive had good luck with menzerna super intensive polish with a rotary buffer and yellow or orange lake country foam pads. If its really bad you might have to wetland first.
