Phone functionality

I have a 2008 328i, non-iDrive, non-Bluetooth.

It has phone and voice activation buttons on the steering wheel, I have the BMW y-connector plugged in, and the car recognizes the iPhone as an iPod on the radio.

When I press the phone button, nothing happens, and when I press the voice activation button, I get the prompt to say a command, but the car doesn't hear it. When I try to dial out on the phone, the music stops playing, but the call doesn't go through the radio.

Any ideas about why the phone doesn't work? Would they build a car with phone and voice activation buttons that doesn't actually have the phone capability?
