rotor loose, bad wheel bearing?

this is for my front passenger rotor on 2011 e90. when the wheel is off and i grab my rotors at the 12 and 6, or 9 and 12 position, i can shake the rotor and it feels like its not tightened down all the way. is this due to a bad wheel bearing installation or is it brake caliper related where both pads aren't pinching the rotors down enough? doing the same process to the driver side, i have no play in the rotors. as a side note, i had the wheel bearings replaced about 9 months ago. thanks!

When the wheel is off, there is only the little grub screw holding the rotor to the hub. The caliper and pads provide some anchoring but that is just part of the design.

If you can get movement in the rotor then check the tightness of the grub screw.
Otherwise, dont be concerned because it just means the other side has already started rusting. ie. between the hub and the disc is a layer of corrosion that has bonded the two together.

This. Wheel bearing check is done with the wheel on the car but off the ground.
