Got rear ended two days ago.sucks

Got rear ended.The guy left but I saw the guy.He was like 80 years old. I got his plate number. I didn't call cops because I don't want to go through insurance. The bumper is bent and tail light cracked. I track the guy's car and he called me but he sayed he won't pay for the damages if it's a lot.
Don't know what to do sue him or what?
