Yup. That red part behind it is what spins with the tire. The chrome is just a decoration weighed down so it stays in one place. It's like the hubcaps on a Rolls Royce just applied to the whole wheel.

This is the most consistently ghettoed-out Bimmer model for sure. Don't know what it is about "those people" and their affinity with the first gen Bangled 7.
