Okay, here's an update.

I spoke with a couple of the vendors who will be participating at this event.

Officially, the grounds for Bimmerfest open at 9:00am. So technically speaking, one cannot enter unless they have a vendor pass (i.e, a booth, or will show at a booth). This is a big question mark, because from what I understand, anyone who arrived there early last year could just drive in, since not too many people were there at that time.

So the plan is to arrive early, avoid the CHP and traffic, get good spots at Bimmerfest (or at least in line for good spots), and have breakfast once we arrive in Santa Barbara.
