Any issues with smog certification if the pipe between the muflers is cut?

Buying a 335i and the seller cut the pipe that links the two mufflers and he also did the golf tee mod. The car doesn't need smog certifications yet, so I'm wondering if in the future this mod will be an issue?

He cut the pipes....Did he weld it shut? or clamp it?
Why the hell would he cut it...

No issues with smog btw
