Absurd suggestion. How could anyone spread cancer? The only thing I can think of would be to lace food and drink with a radioactive substance.... but seems unlikely.
Did anyone hear that a Russian politician recently claimed that the meteor strikes that hit recently were actually the US using some kind of experimental weapon? There are a lot of nutters out there!

Spreading cancer through food is pretty simple. There are many chemicals that should Never have been given FDA approval. When you actually contract cancer is another thing. It could be a few years or tens of years.

Did anyone watch Utopia on C4? Kind of the same type of conspiracy theory where a world organisation above the government is producing super diseases. It was fiction obviously but it mentioned things like SARS, BSE and various flu viruses... pandemics that just kind of fizzled out across history. It made you think and part of it was how easy it would be to introduce manufacture red disease into our food chain. More so specific targeting could be done by using infected or targeted vaccines.
The article is a load of crap though.
