There are a bunch of threads with answers to this question, but the consensus seems to be: Simple Green or other all-purpose cleaner along with some very fine grade steel wool if necessary.

on the inside of the exhaust tips i use the simple green degreaser or autoglym wheel cleaner which is ph neutral.

If you claybar your car, save the left over pieces that are no longer fit for the paint/clay that is dropped on the ground.

Rip of a small piece, and go to town on rims/exhaust tips. Gets rid of soot very quickly.

BMWWW is right. The clay bar technique works great. I clay bar my exhaust tips after they accumulate a lot of contaminants and they come out great. They look brand new and feel as smooth as glass

I used some brillo steel wool on mine and the tips came out looking good as new. Just wet the pad to get the soap/suds going, and that was all it took to get the tips on my 09 335i looking good.
