Turbo oil line leak?

Hi everyone
I was installing a new downpipe on my car today and I noticed alot of oil underneath. It looks like it's coming from this line on the turbo, I think it's a oil line. Am I able to replace this gasket from underneath while the down pipe is off? Also I went to add more oil and I noticed this mustardy colored stuff on the oil cap, does anyone know what it is? Thanks in advance

That's likely the center section of the turbo itself leaking..and the stuff on the cap is from condensation in the oil. It happens in winter and will burn off with proper heating of the engine.
