Broken timing cover torx bolt?

I was trying to figure out my oil leaks over a week or two and I finally noticed the other day behind the harmonic balancer a bolt that's lose but won't come out because it's blocked in by the balancer. I'm wondering if this can cause oil leaks? Does anyone have advice on how I should continue from here? Oh and yes I did try and tighten it but it just wouldn't so I'm thinking maybe theirs a piece of it stuck inside and the out part broke off

I believe that's the timing case cover

Right. It appears like there could be oil coming from this spot, is this something I should plan on fixing anytime soon?
