Mine ramps up if the cabin temp is too hot, and then ramps back down once it's compensated for the over temp (tends to prematurely do the ramp down though).

If I turn the temp to the colderst setting (16C on the metric dash), then it will turn the fan way up.

Have you tried turning both the passenger/drive sides down to see if it blows more then? If it's not, then there is probably something up with the climate control.

Believe me, I can crank both sides down all the way and put the little thumbwheel all the way to cold and the system won't do jack.

Sounds like something is wrong with it then. I'd guess the ambient air sensor. That seems to govern how much "cold air recovery" needds to happen when the inside is much hotter than the set point.
