320d throttle sticking

When i am starting off from a road end etc and in first gear, i put my foot on the throttle to the board and the car revs very slowly to about 2k revs and just sits there, to get it to rev on out i have to lift my foot off the throttle and then put it on it again then it revs on out, what could be wrong with it? it does this in some other gears also if revs are below 2k but if i keep revs above 2k then it is fine..

Sounds like the turbo/wastegate is shot?
