Interesting concept. I saw a different variant a while ago that got good reviews. The ones I saw were disposable (one time use).

Related note, but may not be applicable to car wheels - polypropylene fabric such as that used for some thermal underwear, can be used as a cheap kluge type skin for skis (eg backcountry touring). Not as effective as an actual climbing skin but if a pattern base ski is failing or lost a skin it works.
