Fan in the cabin?

Ive noticed this fan like noise in the cabin, it seems to happen when ive used my automatic windwshield wiper perk (a computer fan like noise) coming from behind and underneather the passenger side glove box.

Today it happened for the first time while just driving around. its not the engine fan, its hot today and i idled my car for a bit to make sure...the engine fan came on and it was a much stronger sound, so its not the engine fan. is there something that initiates a fan in the car, to keep software cool or what not... i have no idea what this noise is.

...and on top of that, im getting a lil knock on startups and idling, after i start driving around, it disappears. Just figure i would toss that in too. any ideas?

Thanks.
