Not sure in KY but in Cali they cannot do repairs at any licensed shop without your verbal approval.
That is simply not right what he did, and if he's a friend's dad that's even worse as he took advantage of that. The thing that gets me the most is $16 for a license plate light, it's a 5 minute task best case just tell you lights out worst case charge for the bulb only expecially after he a$$ raped you for the rest.
You said you had no CEL on why the diagnosis for the light???
