is the gate even opening? try dropping to #8 or #10 spring.

I would check your vacuum lines and also see if your waste gate even opens. This is weird when you welded wastegage vband was the wastegage attached???

A easy test would be to remove all vacuum from wastegage and see if it opens up around the same psi as the spring that you have installed so if you have a let's say 15lb spring it should open near that.
I disconnect the vacuum lines, and it's still over boosting. Though not as bad as it did with the vacuum lines. I have a 14psi spring in the waste gate.

Both times you ran the same spring ?
I had a different wastegate (50mm) that was running 12 and switched it to 10psi and was over-boosting, I thought it was because of the placement. I now have a 38mm closer to the turbo flange. The 38mm wastegate has a 14Psi spring from the day I got it. I connected the vacuum lines and it was over boosting very quickly so I swapped the lines around and it seem to hold stead at 15ish psi but then the wastegate on one of the test runs decided to stay full open. I took off the vacuum line on the top of the wastegate and it closed. Now it over boosting again but on partial throttle is seem manageable. The last thing I did was just took off the vacuum line leading to the wastegate and it seems to only open towards the 19 - 20psi mark but between boost safety, throttle closure, and the map sensor limit it is triggering CEL low boost mode.

what hoses did you need?
what did you use for coolant plugs? (return supply etc)

I cut and welded up the coolant lines that were attached to the turbos. I didn't need them for the single turbo. The large Coolant pipe was retained and in the same position (unmodified).

For the oil lines i plug the rear drain hole with the old line (cut and welded). I used the feed adapter fitting from RBturbos.com site and capped one of the ends. I then got a -4 feed line from a local hose shop to length and raped it with heat shield and safety wire to hold it in place.

dumb question but where are you getting the boost source from? do you have a fitting on the turbo compressor cover? or are you getting it from some where else? what king of vac lines are you using?

I have the BOV connected to the turbo vac source for the fluttering sound. The wastegate is connected to Intake manifold vacuum.

That be your problems right there, you need to send you boost pressure straight from the compressor housing to a T fitting then right to the bottom of wastegate and Number 1 port on solenoid. Then the top fitting on gate to port 2 on solenoid and vent port 3 to air.

Ill have to try that. Oh and the vacuum lines are normal rubber hoses from NAPA. Hard lines are next.
