What is this sound? Engine pulley?

I get this rattle only when the engine is very cold.

The belt pulley and tensioner have been replaced 3 years ago and I wonder if they are still broken.

What do you think?

How can I isolate this sound cause?

If your car is on, then it's running.

at 0'F it doesn't run all the time.

I don't remember if the fan was running when I took the video. I will check next time.

It can also be a belt pulley bearing but it's not easy to diagnose.

I agree but I don't think it is.

More I listen to it, more I think it can be the alternator pulley..

It's not the fan, it doesn't run.
