How do I get rid of this stuff on my wheels?

Not sure/don't remember if the wheels came like this or if it happened within a year. Anything I can do to take care of this? Sorry for the extremely large pictures :/

... I'm not 100% sure, but that looks like the clearcoat is starting to go. It doesn't look like paint overspray to me. The only way to fix that is to refinish the wheel.
