ebrake problems

i have a 328xi and when i engage my ebrake all the way up it doesnt stop the car from rolling. i removed the tensioner from under my ebrake handle and then i pull up again and now my ebrake works. y doesnt it work with the spring in place and what could be the problem?

Probably need to adjust the e brake shoes in the rear rotors.
