As previously advised, ignore it.

Non display is not proof of non payment therefore they have no way of knowing whether you actually contracted with the owner. (By buying a ticket).

The ticket could have slipped down somewhere and their ticket readers were too lazy to notice.

I was once fined by a council car park for not having a ticket. I had bought it then forgot to display it. I sent the payment and also the ticket, pointing out that I had actually bought a ticket. I didn't mention that I had kept it in my pocket though and got a prompt refund.

Presumably the hapless ticket person got pelters for charging a legally parked car!

A couple of times I just hunted around for a ticket that covered the time of my stay.
And said it was hot and fell off the window onto the floor.
Never paid yet, but often the guy you ask for his old ticket gets suspicious and acts the clown.

today got my 2nd letter fine was £40 if paid in 4days or £80+30admin charge, now my 2nd letter shows photos my car and to be honest if they blew up the pic they can see my face, now there asking for £50 if paid in 4 days or £110, what shall i do

What is the letter head like ie. penalty charge notice or excess charge notice will have the council's address on them. A police ticket will be called a fixed penalty notice and have either a police or HM Courts Service address on it. If it's not called one of the above and it's got a private address on it then the chances are that it's a PPC "ticket".

Have you responded to any correspondence from them?

its looks like a police letter but its says parking charge notice or PCN i havnt phoned them or seen them the address is a PO BOX address and 0844 number, also says a processing fee will be charged when paying by debit/credit card

PO Box number, hmm the usual. Defo not the Council or the Police!!

Despite them having photos they will struggle to prove anything and they have limited access to certain data.

I would still ignore it or if you're concerned speak to someone in the legal profession.

Do not reply to the letters though ok.
