clear coat pealing

I have noticed that the clear coat on my front bumper has started to peel. it apears very similar to the pictures in this post: http://www.e90post.com/forums/showthread.php?t=394941 . As I bought the car as a 3 year old AUC 1.5 years ago I would presume its out of warranty on the paintwork. I have a BMW extended warranty but they say they dont cover paintwork.

Would this sort of peeling always be a result of a repair? Would BMW have these sort of repairs on their system if I where to ask them about it.

As I have not had a good experience in the past with regards to repair/ warranty work from my local dealer I want to be ready for them when I take the car in.

I've also experienced this on the front bumper as a result of a stone chip being aggravated by an over enthusiastic sort whilst cleaning my car after a service.

I always hand wash my car but they used a power washer and lifted the lacquer around a stone chip just under the headlamp, as stone chip which they added as s they'd also had the car for a week and it was perfect beforehand, they'd clocked up a number of miles testing for front suspension noise I challenged them and eventually they agreed to repair it at their cost.

The lacquer doesn't seem to be the best at adhering to the colour coat...
