Cleaning Stock Turbos...
Is there anything that can be done to stock turbos without upgrading them that would benefit the turbos before putting them in a car?

I would do a basic turbo rebuild, new bearings, and rebalancing...If you are going through all that trouble in labor, you only want to do it once.

my Local Turbo shop said it would cost about $600 for both turbos...considering I paid $150 for mine....$750 for a set of rebuilt turbos sounds good to me
