How is this plate legal in the U.S ?

I saw this M3 today in Birmingham, AL. I saw that is was a euro tag, but instead of it having like a D, or U.K for European countries in the blue area; it said USA. Is this even legal in the U.S? and if so how can I get one.

It's legal, you just have to buy the car from overseas, get it regestered, and then import it to the states.
