Need advice
I bought miguiars fine cut cleaner. Was wondering when I should use it? I have bad swirls and scratches on my car. Should I use that then swirl remover then wax?

you should Wash -> Decontaminate (De-ironize, Clay) -> Corrections (defects removal)-> Polish -> Protection (wax/sealant).
How are you doing this? by hand or by machine?

I don't know how bad your car is but I would recommend you use the following.
Wash, De-Iron and Clay, Menzerna SIP (IS1500) on LC white pad then finish down with Menzerna SF4000 on LC Black pad. IPA wipe down then proceed to wax/sealant. or a more aggressive approach Wash, De-Iron and Clay, Meguiars D300 on MF pad (speed 4) then finish down with SF4000. IPA wipe down then proceed to wax/sealant. If you must use the product you have, you could try this. Wash->De-Iron and Clay->swirl remover->fine cut cleaner->wax/sealant.

I wouldn't use it at all..... Just skip it.
Keep this in mind, I believe the Meg fine cut cleaner was originally designed for the Rotary so your result will greatly be determine by your technique with the PC. Which pads will you be using??? and what size?

If your process works on the 16"x 16" area then it should work everywhere on the car. If it doesn't then you either have to re-examine your technique, use a more aggressive approach, or a combination of both. From my experience, a smaller pad works better on the PC. The bigger pad has a tendency to bog the machine down when pressure is apply (surface friction) which in-turn will lessen the correction power of the products and the polisher dramatically.
