empty 1b.hex file

I'm trying to get my 1b.hex file to update my maps (2011 E90 CIC). But the file I keep getting is empty and doesn't work to generate a code. Any ideas why and how I can fix that?

Yes. I did the FSC coding for 19 and 1B again and then it gave me a 1b.hex file that I could use to generate a key for my map.

I’m still getting error 2090 from FS Tool when I’m trying to code 6F for the satellite radio. Any ideas?
