Can't charge with the car not running

I want to charge my PSP with the car charger, but it only charges with the car running. Even with the key in and the power on it won't charge. Could something be wrong with my car? Could it be the charger?

Get the Auxiliary Power Adapter (Part 82110004073) which plugs into the flashlight socket in your glove box and has a 12 volt female plug. That outlet is always hot. List price is $9.50 - I got one for $6.00 with the BMWCCA discount.

Thanks very much. I searched but couldn't find the thread on it. Does anyone know why BMW did this? I mean it is almost like giving us 2 outlets that don't even work.

Wow, and this is really difficult so pay attention, perhaps BMW does not want people to have discharged batteries.

Oh I see now, it is not that BMW messed up, they just want to treat us all like little children and make sure we don't discharge our batteries. Maybe they should drive the car for us too, since that is an even bigger responsibility.
