I believe the cut off amount of mail fraud (between the lower level penalties and higher level ones) is $100,000, I doubt they've defrauded that much. Still, the penalties for under $100,000 aren't exactly light:

Section 1341. Frauds & swindles

Whoever, having devised or intending to devise any scheme to defraud, or to sell any counterfeit or spurious security, sends by the Postal Service, or by any private or commercial interstate carrier, or receives any such thing, shall be fined or imprisoned not more than five years, or both.

If the violation affects a financial institution, such person shall be fined not more than $ 1 million or imprisoned not more than 30 years, or both.

Right before I met my wife she bought a computer off ebay and was defrauded (about 9 years ago now), the guy had defruaded other ebay'ers out of ~$35,000, and was given 4 years in prison and ordered to pay restitution.
