My first E46 320d had EGR (1997?). Since then EGR has evolved. What you guys describe is what i believe a closure of the throttle flap to ensure a fuel rich mixture to set off combustion in the DPF. You can see the the throttle valve by pulling of the plastic engine covering, it is the bit at the end of the black plastic tubing from the intercooler. If you have it you can see the shaft with the spring on the outside. You (should) also notice it is there as your diesel engine stops very undiesel like - very softly. My understanding this is because of the auto stop/start, normally an engine stops in 2/3/4 positions (4/6 cylinder) all the time. To avoid premature starter (ring gear) wear the throttle valve allows the engine to stop in more random positions.
I personally have never seen the powerloss, I do 99+% highway / a-roads. I hate traffic jams and do everying to avoid them, including working part time from home. Do 25 kmls/year with avg speed above 50 kph

Mine's not done it again all week! Maybe it was my imagination or just a really unusual combination of a bump in the road and a certain throttle action!

Here is an update to my similar problem, I had an oil leak from the Gear Box and found that the previous owner had a new clutch at 10,000 miles. The Dublin dealer said that the wrong bolts were used to fasted the gear box back to the engine which had cracked the block. The UK dealer said it was the gearbox gasket which had been put back on wrong. Well after the car spending a week in BMW Dublin the problem was sorted, gasket and not engine block glad to say. Well since this episode my car has not once displayed a lack of power Now I am not technical what so ever but this may help someone!

i have had complete loss of power and will not rev over 1000pm even on tick over i have an 07 e90 msport diesel , mechanic thinks the egr valve may be the problem, will let you know the outcome
