Looking for some information - getting a new mtech bumper painted soon and I wanted to know the soonest I can do the following:

How long should I wait to buff (flex 3401)
How long should I wait to clay
How long should I wait to jet seal / wax
How long should I wait to wash

You can basically do everything but protect the paint with a sealant or wax to allow the piece to properly cure. Check with your shop that's painting it for specific cure times as different processes and techniques can yield various cure times.

Pick up a good quick detailer or glaze to use on the newly painted pieces.
