looks like possibly some rust from under that rubber boot...see if you can carefully get that boot out and check for more residue...

but it does not exactly look like rust, though...

wipe it off and let us know its consistency.

It's goey but harder. Like it started out the consistency of honey and has now hardened so that it chips off rather than is wiped off.

Looks like that grommet cracked/leaked, and there was a bandaid of goop put on there to seal it.
