US MSRP ED lease calculation

I've read that the lease calculation is based on US MSRP when doing ED lease. The sticky above shows MSRP pricing for
1. Base port entry
2. Munich Pickup
3. Diplomatic entry

Does this mean that the lease MSRP calculation should use the ED MSRP or the Base Port Entry MSRP?

Also I believe the base MF for ED Lease is not same as the Sticky post for Captive Rates, does anyone know how to figure out ED lease MF from captive rate value?.

Use US MSRP (higher one) which should be the base port entry.

ED MF is the US one + 0.0003
