No actual boost upto tgt_boost 3 psi

It boosts fine over that and actually follows the target boost curve perfectly, is this normal not to have actual boost up til 3 psi of requested boost ? I've changed vacuum lines last year and ran boost leak test which was ok

Sounds normal. The factory turbos are small and spool very quickly but cannot follow requested boost with zero delay.
