Grinding noise when turning

Hi,

When I turn my wheels and move at very low speeds (when parking etc) I notice a kind of a grinding noise coming from the wheels area. The sound is like the sound of dry brake pads touching the brake disc or something, but this should not occur when turning. Can it be the disc somehow?

What can cause sound a sound?
