Filling small hole

So I have a hole the size of a pea in my front bumper. It's driving me nuts. I don't know much about body work, but I figured I could go to pep boys, buy a body filler, fill it, sand it, then touch up paint over it.

It doesn't have to look perfect because its such a small hole and it's in the bottom part of my bumper, I just hate knowing it is there. Any tips for what I am about to do?

I once used a plastic rivet to fill license plate screw holes on a plastic bumper. I painted the rivet head body color, and ended up with two little bumps.

I thought that would look cleaner than having paint mis-match on the same surface. (Touch-up paint rarely matches the actual paint, given fading.) Body filler is tough b/c you have to sand it... and how do you sand w/o scratching the surrounding area.
