Jeez, you could almost do both. Got my PE for $945 and was quoted some nice 18" VMR wheels for $800. Course, no tires. For me it was the deafening silence of the OEM exhaust that sealed the deal.

Wheels make the biggest visual change and axle-back exhaust will give you a louder sound. You could probably do both if you sold your current wheels. There's a bunch of little cosmetic things you can do like swap shifter knobs, change the lighting, replacing roundels and of course getting a JB4 tune.
If I were you I'd get wheels, axle back exhaust, shift knob if manual, swap out some of the inexpensive bulbs, get an air intake and BMS tuning stuff. |

I would get PI & PE but that's cause I am a Function over form guy. Not going to get a very strong set of wheels with tires for 1800. Your car will change on a PE.
