It could mean that the car has been unloaded at the port but has not gone through VPC yet. Released means that it VPC has released the car to the trucking company.

Seems like the car has been "discharged" for about 3 weeks now but for some reason is still not on the way to the dealership

it could take up to 2 weeks at customs alone and then another 2 weeks at VPC. This is usually not the case though. Were there damages on the car? This will further delay it because they have to fix it. If it's not too big then they dont have to disclose it.

No damages on my part unless it was damaged during Re-delivery. Isn't there a number you can call to talk to someone to see what the holdup is?

The thing is once it's unloaded off the ship it goes into what we call a black hole because nobody really knows exactly where the car is at. However, you can try calling BMWNA and see if they can help you out. Their number is 1-800-932-0831. G'luck!
