Pre-LCI Halogen to LCI non-adaptive bixenon

Hi, i'm currently in the process of modifying my car from pre-lci halogen to lci non-adaptive bixenon. is it pnp + coding or do I need to rewire and replace my FRM? I've read alot of threads, but theyre mostly about the adaptive xenons and not non-adaptive bixenon.
