I would use the budget for 3 sets of normal alloys at 17" for good ride over the bumpy roads and use the rest of the budget to buy 3 of the best sets of tyres instead:

I'd have a set of normal road tyres (Yokohama Ad08's for summer road use),
Yoko A048's for track use,
anda nice set of Goodyear all seasons for winter use.

even the 18s look small for that car

you are right it might right more comfy but i personally couldn't go that small....
