Extra 2010+ TPMS set needs to re-programmed at dealership

Dear fellow members, I've just been to my local tire shop to mount my new set of aftermarket wheels. I just found out from the owner of the shop that for newer models, only 1 set of TPMS works with the car. You can buy another set for extra wheels which already cost some money + spend more money to ask dealership to reprogram the new set?

I'm about to buy an extra set & now wondering if this is true? I've done some research & some members are complaining about TPMS lights going off even with new sensors.
